This CIA material consists of two Office Memoranda from W. E. Lexow, Chief of the Applied Science Division. The OCR text dates them 22 August 1933, while the catalog gives 22 August 1958. In the first memo, Lexow sends Major Tacker, USAF, a copy of a letter from Fred Kirsch and notes that Tacker volunteered to answer it as the official authority. The second memo, to F. M. Chapin, says the Air Force is the official authority on UFO matters and that Kirsch had written 20 such letters.

Lexow, Chief, Applied Science Division B3 SUBJECT: Dear Major Tacker: Here is a copy of the letter from Fred Kirsch which I phoned you about yesterday. I have indicated to the office of the DCI that you have graciously volunteered to answer this letter as the official authority in these matters. W. E. Major Tacker has been given a copy of this letter. He has agreed to notify Mr. Kirsch that the Air Force is the official authority in UFO Matters. He will also notify Mr. Kirsch correspondence that Mr. Kirsch sends to any other area of the nation will automatically come to Major Tacker's desk. For your information Mr. Kirsch has written 20 such letters to the Air Force. 2. Our only action on this is to answer Mr. Kirzch stating that we have turned his letter over to the Air Force and responsible authority for appropriate action, thanking him; cerely.
