This 1952 Central Intelligence Agency file brings together papers on unidentified flying objects. A memorandum to the Director of the Psychological Strategy Board says the subject may matter for psychological warfare, intelligence and operations. A study by the Office of Scientific Intelligence describes the small Air Force section at Wright Field led by Captain E. J. Ruppelt, criticizes its case-by-case analysis, and recommends a centrally coordinated research program. The file also contains a Project Blue Book paper on identifying weather and research balloons.

4. The USAF operates two projects, "Cophar" and "Noby Dick", which involve the release of the large polyethylene type balloons. In all particulars, flight durations, tracking methods, etc., those flights are comparable to the U.S. Navy projects. At present, ATIAM-5 has no communication or linkage with those projects, but ATIAM-5 intends to use the same approach and reporting systems with the USAF projects an with the Naval contractors.
## Conclusion
By 1 Nov 52 ATIAA-5 should be receiving complete data on all weather, Navy upper air, and USAF upper air balloon releases.
