This letter comes from Karl H. Weber, Deputy Director of Scientific Intelligence at the Central Intelligence Agency, to Colonel Gerald B. Jorgensen of the Air Force Office of Information. It answers a 1955 request to declassify the "Report of the Scientific Panel on Unidentified Flying Objects." The Office of Scientific Intelligence says the original report cannot be downgraded but agrees to release an edited version that leaves out personnel and organization names. It asks that the CIA's sponsorship of the panel get no further publicity.

Attention: SAECIC Bear Colonel Jorgensen: Consideration has been given to your request of 27 July 1955 for the unclassification of the "Report of the Scientific Panel on Unidentified Flying Objects." The Office of Scientific Intelligence holds that the report, as originally drafted, cannot be downgraded. As an illustrative, an unclassified version has been prepared which omits names of personnel and participating organizations, and we are agreeable to the release of this version. It should be noted that permission for release has not been obtained from persons or organizations involved in the original panel report, and that the panel members themselves agreed only to the release of the edited summary and concluding indicated by Mr. D. G. Sorouin his 20 December 1957 memorandum to AFGIN. We are most anxious that further publicity not be given to the information that the panel was sponsored by the Central Intelligences Agency. Further, we cannot authorize the listing of personnel participating in the discussions in any unclassified release. Sincerely, Karl H. Victor Karl H.
