This is a 30 June 1961 letter from the CIA's General Counsel to Congressman Joseph Karth, sent in reply to his inquiry about claims Leon Davidson made in a letter to him. It says Davidson has written to the CIA and the Air Force since 1958 seeking the classified Scientific Advisory Panel report on UFOs, and it calls unfounded his view that the CIA created the flying saucer furor as psychological warfare. The letter comes with a correspondence log and says the CIA has referred all UFO matters to the Air Force since its 1953 panel work.

Amarahie Joseph E. Earth Bureau of Representatives Washington E5, D. C. Dear Mr. Earth: In response to your 30 June inquiry concerning statements made by Leon Lavidian in his 50 June letter to you, please be advised that Sir. Lavidian has been involved in rather extensive correspondence with this agency and with the Air Force since early 1958 on the matter of W.W. Mr. Davison believes that the Central Intelligence Agency is withholding information from air which would prove that this agency is, to quote his letter to you "... solely responsible for creating the flying cancer raroose." He believes further that this information is contained in the Scientific Advisory Panel Report on UTD's, dated 17 January 1753, (secret). Mr. Davison was supplied with the declassified and "official" version of this report, but this apparently has only served to convict that vast in being withheld in information which would prove his claim. This is in spite of the fact that he was informed as long ago as 10 May 1750 that "The complete formal report of the panel has not been fully declassified for security reasons. The formal report is not available to the general public for distribution or reproduction," and "For your information, the classified portion of the formal report and the unofficial supplement did not coal specifically with UTD's but on other matters of intelligence significance which affect the national security." In addition, Major Tucker went to great length, in this four page letter, outlining to Mr. Davison all of the information currently available on the subject of UTD's interpreting the formal report of the Scientific Advisory Panel, concerning an orronee or Lotter from Major Lawrence J.
