This is a short Central Intelligence Agency letter dated 10 October 1958 from Executive Officer J. S. Earman to Major Donald E. Keyhoe, Director of the National Investigations Committee on Aerial Phenomena. It acknowledges Keyhoe's letter of 22 September 1958 and says the CIA has referred it to Major Tacker of the United States Air Force Office of Information Services. Earman adds that the Air Force is the executive agency and perhaps the only government agency qualified to speak on unidentified flying objects.
