This is a CIA cover letter dated 4 April 1958 from J. S. Earman, Executive Officer in the Office of the DCI, to Major Lawrence J. Tacker at the Air Force Secretary's Office of Information Services in the Pentagon. It forwards UFO inquiry letters from Major Donald E. Keyhoe and Leon Davidson, together with copies of the CIA replies saying the correspondence had been referred to the Air Force. It also encloses three copies of the declassified report of the Scientific Panel.

Leow I am enclosing the letters we have received from Major Donald E. Byrne and Mr. Leon Davidson in which they take certain inquiries concerning LF0s. I am also enclosing copies of our replies to those letters stating that we have referred this correspondence to the Air Force for reply. In addition, I am enclosing, as you requested, three copies of the de-classified report of the Scientific Panel which we had in our files. Sincerely, J. S.
