This Central Intelligence Agency letter, dated 4 April 1958, went to Major Donald Keyhoe, Director of NICAP, from the Agency's Executive Director. It was sent on behalf of Mr. Dulles and acknowledges Keyhoe's letter of March 13, which asked certain inquiries about UFOs. The letter says the subject is of primary concern to the Department of the Air Force, so the CIA referred his letter there for reply. Copies went to the Office of the Secretary of the Air Force and to CIA staff.
