The readable part is a letter from CIA Legislative Counsel John S. Warner to Representative Gordon H. Scherer. It answers a constituent's question about a UFO photograph taken in Brazil, says the Air Force has primary responsibility for UFO investigations, and says the Agency has no further information. The rest of the text is garbled OCR that mentions Dr. Robertson.
