This is a Foreign Broadcast Information Service message relayed through the Joint Staff in Washington on 13 September 1989. It is an unclassified cable from FBIS Okinawa that carries a Xinhua English report. The report says a UFO was seen over Urumqi, capital of the Xinjiang Uygur Autonomous Region, at 11:13 PM on 6 September. A worker named Tong Yuwei watched a dark cloud light up and a saucer-shaped object hover for a minute, rotating in red and yellow light, then drop away to the southwest. Observers also heard a sound louder than a car engine.
