This CIA Office of Scientific Intelligence memorandum, signed by Deputy Assistant Director Philip G. Strong, sends a letter to Major Carl R. Hart at Headquarters United States Air Force. The letter came from Thomas B. Scott, Jr. of Lake View, South Carolina, who reported an object he saw in the sky on 2 April 1962. The enclosed reply to Scott, dated 20 April 1962, says the Agency is interested in such events. It explains that the Air Force is responsible for identifying these objects and that his letter has been forwarded to it.

This Agency is interested in these events; however, the United States Air Force is responsible for identifying all such objects in carrying out their defense activities.
