This Central Intelligence Agency memorandum from W. E. Laxow, Chief of the Applied Science Division, SI, covers letters from Mr. Davidson and Major Keyhoe asking for the panel report on unidentified flying objects. The Air Force Information Service, through Major Tacker, asked the CIA to forward the letters and copies of the unclassified report so the Air Force could answer them itself. The CIA agreed, and the memo proposes this procedure as a precedent for all future UFO inquiries.

NO DESIGN FOR INCORD. SUBJECT Comments on Letters Dealing with Unidentified Flying Objects REFERENCE: Homo to Assistant Director/SI from Chief, ACC/SI, dated 1 April 1958, same subject 1. Major Hyrne's office (A:CIM) was contacted in regard to the release of the panel report to Mr. Davidson and Major Keyhoe. I was referred to Major Tacker, Office of the Secretery of Air Force Information Service (CAFIS). 2. In response to our query as to whether Air Force had any objection to our answering these letters enclosing a copy of the panel report, Major Tackor indicated that he had rather the CIA forward the letters to him with copies of the unclassified report and he will answer the letters. He stated that the Air Force is endeavoring to express upon Major Keyhoe and others in a similar position, that his office is the proper place to come for such information. (b) (a) 3. In view of my conversation with Maj. Tacker, I called Frank Chapin in the DOCT's office and advised him that the Air force not only preferred to answer the letters, but was most insistent that they be permitted to answer them. He, therefore, is going to send the lottery to Major Tacker and advise Mr. Davidson and Major Keynoe of this action. 4.
