This Central Intelligence Agency memorandum, dated February 1958, is from Herbert Scoville, Jr., Assistant Director for Scientific Intelligence, to the Assistant Director, Office of Operations, on unidentified flying objects. It says that letters addressed to the Director of Central Intelligence were passed to his office so it could prepare responses. It describes the letters as raising critical matters that need careful replies. It asks for comments on the last two paragraphs on page three of a Major's letter.

The attached copies of letters addressed to the Director of Central Intelligence have been passed to this Office for preparation of appropriate responses. 2. The statements and inquiries made in these letters involve a number of rather critical matters. It is important that our responses be carefully prepared. 3. Accordingly, I would like to have your comments relative to the last two paragraphs on page three of Major Kaytoe's letter as soon as possible.
