This Central Intelligence Agency memorandum dated 3 November 1953 was signed by P. G. Strong and filed under the subject "Flying Saucers." It says overall substantive responsibility for the subject has been given to the Physics and Electronics Division, which also holds action responsibility within that division. It tells the Operations Staff to coordinate any matter on the project with a named colonel or, in his absence, a named deputy. The text also carries a distribution list.
