This Central Intelligence Agency memorandum, dated 5 January 1953 and sent from the Chief, FEIS to Bureau Chiefs, passes along to the field a summary of conclusions from a panel of Scientific Consultants. The panel found no evidence that Unidentified Flying Objects pose a direct physical threat to national security or call for revising scientific concepts. It warned that continued reporting could clog communications and breed public hysteria. It recommended stripping the objects of their special status and educating the public.
