This is a Central Intelligence Agency letter from General Counsel Lawrence Houston to Congressman Joseph Karth. It answers Karth's inquiry about claims made by Leon Davidson, who had written to the CIA and the Air Force since early 1958. Davidson alleged that the CIA created the flying saucer furor and was holding back parts of the 1953 Scientific Advisory Panel report. The letter calls both claims entirely unfounded and says that since its 1953 review with the Air Force, the CIA has referred all UFO correspondence to the Air Force.

Nassauio Joseph R. Earth Borough of Representatives Washington 25, D. C. Dass. 22.212: In response to your 90 June inquiry concerning outpatient beds by Leon Parrison in his 90 June letter to you, please be advised that Mr. Parrison has been involved in rather extensive correspondence with this agency and with the Air Force since early 1978 on the matter of World's. Mr. Davison believed that the Central Intelligence Agency is withholding information from all which would prove that this agency is, to quote his letter to you, "solely responsible for creating the Vlying Custer rarofo. . . ." He believes further that this information is contained in the Scientific Advisory Panel report on UFO's, dated 17 January 1753, (Secret). Mr. Davison was supplied with the classified and "official" version of this report, but this apparently has only served to convict that vast in using withholding information which would prove his claim. This is in spite of the fact that he was infamous as long ago as 20 May 1750 that "The complete formal report of the panel has not been fully declassified for security reasons. The formal report is not available to the general public for distribution or reproduction," and "For your information, the classified portion of the formal report not the unofficial supplement did not coal specifically with UFO's but on other patterns of intelligence significance which affect the national security." In addition, Major Tucker went to great lengths, in this four page letter, outlining to Mr. Davison all of the information currently available on the subject of UFO's interpreting the formal report of the scientific advisory panel, concealing no orrrreos or PLOVER FROM Major Lawrence D.
