This is a short Central Intelligence Agency letter dated 5 March 1959 from Executive Officer J. S. Earman to Major Donald E. Keyhoe, USMC (Ret.), Director of NICAP. It acknowledges Keyhoe's letter of February 12, 1959, and says the CIA still has too little information to answer his question. Earman assumes the question concerns paragraphs 16 and 17 of Keyhoe's letter of 13 March 1953. He adds that his reply of 17 April 1958 already gave all available information on the subject.

I regret that I still have insufficient information upon which to base an appropriate answer to your question. However, I assume that the conversation you refer to concerns paragraphs 16 and 17 of your letter dated 13 March 1953.
