This declassified Central Intelligence Agency letter, released on 24 March 1978, was written by Executive Officer J. S. Harman to Major Donald Keyhoe, director of NICAP in Washington, D.C. It answers Keyhoe's letter of January 12th. Harman says the agency does not normally pass affirmative or negative information outside official channels in response to such inquiries. He asks Keyhoe to explain why he wants the information so that the agency has a basis for an appropriate reply.
