This Central Intelligence Agency document, dated 1972 and later approved for release, is a short, partly redacted report about a Soviet member of a USSR committee set up to investigate unusual phenomena, meaning flying saucers. According to the report, the man gave a talk that was meant seriously but came across as humorous, and other Soviets present joked and laughed. A source said the committee consists mostly of politicians, theorists and historians and has little if any scientific talent.

Another Soviet, who was a member of a committee the USSR has established to investigate unusual phenomena, in other words, flying saucers, gave a serious talk which was actually very humorous. His approach was, "Well, of course, we know there isn't anything to this alleged phenomenon (flying saucers), but on the other hand." During this talk and other Soviets joked and laughed and obviously did not take the speaker's remarks seriously. The remark later to that the "flying saucer committee" consists of many politicians, theorists, historians and similar type people. It has little if any scientific talent.
