This undated NICAP (Barry Greenwood) release reproduces Blue Book radar pages 968 to 970. They contain an unclassified report by Senior Controller Harry S. Barnes of the Washington Air Route Traffic Control Center on the targets seen overnight on July 19 to 20, 1952. Barnes describes eight or more slow-moving radar targets and an orange object near Andrews seen by tower staff. He also records pilot reports of lights and says it was unclear who should report the targets or order an intercept.

concerned about it anyway, that somebody else was supposed to handle it. NF5 then said that ADH was supposed to have forwarded it to Intelligence but when I checked with ADH (0505E) they said the AO had gone back to bed and the report would go in later. They confirmed the above by saying that they could not give it to anyone tonight. It would be extremely difficult to write this so that it is in a logical sequence due to the confusion that seems to have existed throughout the whole affair. For example, ADW called us and asked what we wanted them to do with the information we had given them. (This took place after 0505E) At about 0530S Controller Ritchley reported seeing 10 targets in the vicinity of ADW which was confirmed by the other man in radar and 1 wont in and counted 7 or 8 in scattered positions which indicated a very rapid movement if they were the same ones seen near ADW. This report was forwarded to both ADW and MFS. It was at this time that MFS advised they had determined that none of the information we had been giving to ADW was forwarded in accordance with procedures. MFS advised, however, that they were following up with their own report. at 09:00:57 targets counted in area.
