This Black Vault compilation contains a September 1997 reply from the Office of the Assistant Secretary of Defense to John Greenewald's FOIA request, enclosing its UFO records. The enclosures include a Navy information sheet dismissing the Philadelphia Experiment and an Air Force UFO fact sheet listing 12,618 Project Blue Book sightings, 701 of them unidentified. They also include the National Academy of Sciences review endorsing the University of Colorado report and the concluding pages of a 1994 Air Force Roswell report attributing the wreckage to Project MOGUL.

There are several types o! balloons • weather balloona, rawmsondes, rad1osnndea, and the large research balloons which have diameters up to 300 feet. At night, balloons earry runn1nc lights which cawse an unusual appearance when obaernd. Rlflec:Uon of the sun on balloons at dawn and .sunset sometimes produce strange ef- fects. This usually occurs when the balloon, bec;mseof iU altitudes, is exposed to the sun. Large bal- loons can move at speeds of over 100 mnes per hour when moving in high altitude jet winclstreams. These balloons sometimes appear to be flattened on top. At other times, they appear to be saucer- Shaped and to have Ucbts mounted inside the bag itself due to the sun's rays reOeeting through the material of the balloon. The Balloon Control Center at Holloman Air Force Base, New Mexico, main- tains a plot on all Military Upper Air Research Ballooaa. Another category ot UFO evaluations labeled Otber ineludes mlssUes, reflections, mirages, searchlights, blrds, kites, spurious radar tndieatioua, boues, fireworks, and nares.
