This is a history of the USAF Office of Special Investigations covering 19 July 1948 to 30 June 1950, prepared for the Inspector General on 22 November 1950 and released with redactions by AFOSI under FOIA in December 2010. It describes how OSI was set up under Brigadier General Joseph F. Carroll to bring the Air Force's criminal, counterintelligence and procurement fraud investigations under one command. It also covers the 25 district offices, the headquarters divisions and the investigative procedures. The text does not discuss UFOs.

transfer of this r.ni:�sion , however, was implemented t.hrough the several
directives which transferred the responsibility fo:r personnel backtround
ilt'l'estiga.tivns to the Air Force e.nd to the Directorate of Special Inves
tigations . Thie transfer was completed on 4 Februa.ry 1949 vhen the
counter-int elligence functions at the Direct orate of' lnt,e1ligence DCS/0 were
tranaterred to the OSI by a memorandum of agreement tht"Oush Air Force
unnurr.bered letter AFOIP 321 .011 . The Director of SpeciAl Investigllltions
was subsequently mur.ed to the Interdepartmental Intelllrence Conference •

�urisdicti0n or these Federal agencies be specified l/ and adequate
