This is a history of the USAF Office of Special Investigations covering 19 July 1948 to 30 June 1950, prepared for the Inspector General on 22 November 1950 and released with redactions by AFOSI under FOIA in December 2010. It describes how OSI was set up under Brigadier General Joseph F. Carroll to bring the Air Force's criminal, counterintelligence and procurement fraud investigations under one command. It also covers the 25 district offices, the headquarters divisions and the investigative procedures. The text does not discuss UFOs.

OSI originally consisted ot the Directorate of Special InTestigationa
and twenty-five distr:i ct offices . or the t:,,,ent,y-five dist.rict
of.fices, four ( 4) wel"e organized ns sub--di striete under the ccntrol
and direction of a fifth district office located at Wright-Pattereoa
AFB, Dayton, OM o. This sub-district type of orpnization 'tnl8 applied
tor the primary purpose of conducting procuN!m811t fraud inwstigations .
It was intended t,hAt thf.li3e five district s should conduct. all investi
gati ons con cerning eri:r1inal trNgularities occurlng in connection
with the Air Foree Procurement Program . The invest::1. gative a.ct.ivitiea
of the district tit Wright-Pn'tterson AFB, together witJ1 the other
tour (4) procurement sub-districts, were to be monitored. by the
Prccuremer-t Invest1gations Division in Eead(!W'lrters OSI.
