The Roswell Report: Fact versus Fiction in the New Mexico Desert was published by Headquarters United States Air Force in 1995. The Black Vault distributes this copy. It reproduces the report by Col. Richard L. Weaver and the synopsis by 1st Lt. James McAndrew, both written after a General Accounting Office inquiry requested by Representative Steven Schiff. The Air Force search found no evidence of an extraterrestrial craft or crew. It concluded that the Roswell debris most likely came from NYU Flight No. 4, a Project MOGUL balloon train.

4. The Department of Commerce Member stated that he felt it may be necessary to effect some coordination with air traffic in the local El Paso area but that due to the meager information available, this could not be determined without a discussion of methods and procedures with the people who were actually going to do the work. 5. Thw War Department member stated that he felt it desirable to stipulate that local coordination should be effected with the Commanding Officer at Biggs Field. (NOTE: At a meeting held in El Paso, Texas, on August 27, 1947, between representatives of the CAA and the New York University, procedures satisfactory to the Commerce Member and the Commanding Officer at Biggs Field were established). ## RECOMMENDED ACTION 6. That release of free balloons by the New York University within the confines of the White Sands Proving area be approved provided that: (a) Local coordination be effected to the satisfaction of the Department of Commerce Member and the Commanding Officer at Biggs Field to assure all precautions are taken to prevent collision of aircraft with this airborne equipment.
