The Roswell Report: Case Closed is a 1997 US Air Force report written by Captain James McAndrew, with a foreword by Secretary of the Air Force Sheila E. Widnall. It follows up the 1994 report, which found that the 1947 debris came from the balloon project MoGUL. It concludes that the reported alien bodies were probably anthropomorphic test dummies dropped from high altitude balloons. It attributes the hospital body claims to a 1956 KC-97 crash and a 1959 manned balloon mishap.

I participated in <Jt least l\VO dummy recoveries. The meteorologist from the Balloon Branch. Duke C'rildcnberg. would determine the best place to laun~h the balloons depending on the prevailing weather conditions. Duke also predicted. \Vith considerable accuracy. \Vhcrc the dummies would impact. I specifically recall a dummy I recovered ncar the .Tornada test range. bet\vcen T.easburg and Organ. !'J!vL During this recovery I drove a \\capons canier and I was only able to locate one of the dummies. I never found out what happened to the other one. ·n1e next recovery I remember was on a ranch just southwest of Ros\vcll. We were given directions to the area by the balloon branch personnel \Vho had been contacted by a rancher. The equipment had reward notices taped to them to aid in recovery. We went to the Smith ranch. I remember the name because I \vent to :\ic,,.- ~Iexico A&~J \Vith the rancher. I kne\'v him as Smitty. \re sean;hed that day ti·om horseback ;md could not 1ind the dummies. The toli()\Ving day \Ve resumed our search from horseback and again could not find the dummies. I also recall that Smitty asked us f()r some of the parachute material so he could make a shit1. We dropped many dummies hom the balloons and I knmv many were not immediately recovered. but most \Vere. I served for n·venty five years in the Air Force and most of those years wen; in the aero medical fid'l. I participated in tht: space program and the highly classified early stages of c·-2 program. Never duting this time \Vere "alitms" or "flying saucers" a pat1 of any project. Then: were, hmvever. countless achievements by the Air Force in aerospace medicine that \Vere the result of dedicated scientific research. ft seems likdy to me that someone could have mistaken our anthropomorphic dummies for something that they \Vere not. I am not part of any conspiracy to withhold or pmvide misleading in1ormation to the L"nited States Government or the American public. There is no classified intom1ation that I am vvithholding related to this inquiry and I have never been threatened by t:.S. Government persons concerning refraining from talking about this matter.
