The Roswell Report: Case Closed is a 1997 US Air Force report written by Captain James McAndrew, with a foreword by Secretary of the Air Force Sheila E. Widnall. It follows up the 1994 report, which found that the 1947 debris came from the balloon project MoGUL. It concludes that the reported alien bodies were probably anthropomorphic test dummies dropped from high altitude balloons. It attributes the hospital body claims to a 1956 KC-97 crash and a 1959 manned balloon mishap.

was irtjured and Kaufman and I raised the gondola. Fulgham had been struck in the head
by the edge of the gondola and I could see the blood rapidly accumulating under his scalp
in the forehead area. We treated him for shock and soon the recovery vehic1es and the
chase helicopter anived. I decided to transport Fulgham by helicopter to the hospital at
nearby \Valker AFB.
When we arrived at Walker I remember that security \Vas tight as it was at all Strategic Air
Command bases, and we \Vere closely scrutinized by security personnel due to the unusual
circumstances and early hour of our anival. I had tvvo concerns once we arrived at the
hospital. first to get treatment for Fulgham and second to leave as soon as possible. .-\t1er I
\vas assured that Fulgham's injuries were not serious I wanted to quickly leave the base
before the Walker AFB Flying Safety Otlicer anived to till out an accident report. I didn't
want a report tiled because an accident investigation would bring umvanted scrutiny to the
project. Even though the project was unclassified I did not \Yant any publicity or
premature releases of information.
Although Fulgham's i11iuries were not serious. his head had swollen considerably--- both
eyes \vere black and his face had swollen so much you could barely see his nose. I believe
that if someone sa\v him while \Ve wete at Walker they \Vould have been startled. \\ben his
treatment was completed we aU three returned to Holloman on the helicopter. :\t
Holloman. Fulgham was admitted to the hospital and I made preparations tor him to return
to his duty station at Wtight-Patterson AFB. Due to his grotesque appearance. I did not
want Fulgham to ily on a commercial airline. I made an·angements for all of us to tly to
Wright-Patterson on a C -131 a few days later. \Vhen \Ve anived at Wright-Patterson. I
assisted Fulgham down the steps of the aircraft because his eyes were s\vollen shut and he
could not see. His wife was \Vaiting at the bottom of the steps of the aircraft and she asked
me \Vherc her husband \Vas. I replied "this is your husband'' and she screamed and began
to cry.
\\bile I \vas at the \Valkcr AFB hospital. I do not recall any contact \vith a male civilian. I
certainly did not call anyone an ··son·· or speak to anyone in a disrespectful manner. I did
not make any threats or instruct anyone else to make threats. I recall nurses in the hospital
but I am not certain if they participated in the treatment of Capt Fulgham. I \Vas not
accompanied by a black ~CO at the hospital, but there may have been a black >JCO on the
balloon recovery team. I recall no body hags in the hospital and I am sure there were no
··aliens" at the hospital, just Dan Fulgham with a very odd looking head injury.
I was also involved in the joint Air Force, Navy, and l'vlassachm;etts Institute of Technology
astronomical observation project Project Stargazer. The object of this prqject \Vas to
make observations via a stabilized telescope mounted atop of a gondola suspended from a
high altitude balloon. I was the USA.F project otllcer and Dr J. Allen Hynek was the
scientific advisor. I worked very closely with Dr Hynek over a period of five years from
1958 to 1963. Dr Hynek \Vould typically spend a half day working on Stargazer and then
the rest of the day participating as one of the consultants on the CFO study. Project
Bluebook, that \Vas also conducted at Wright-Patterson AI·'B. Dr Hynek as the si;ientific
advisor to Stargazer, ,,.-as very familiar with the techniques and capabilities of the Air Force
