The Roswell Report: Case Closed is a 1997 US Air Force report written by Captain James McAndrew, with a foreword by Secretary of the Air Force Sheila E. Widnall. It follows up the 1994 report, which found that the 1947 debris came from the balloon project MoGUL. It concludes that the reported alien bodies were probably anthropomorphic test dummies dropped from high altitude balloons. It attributes the hospital body claims to a 1956 KC-97 crash and a 1959 manned balloon mishap.

I partidpatcd in many, probably more than 100, balloon recove1ies. I often recovered payloads and balloons fi·om the area suJTounding RoswelL l\il\ L It \Vas routine to he directed by the balloon control center to an area near Roswell to \Vait to recover a balloon. We would w·ait along the side of the road. at small airports, or at the atmory in Roswell. It would not be uncommon tor our recovery vehicles to be seen \Vaiting to recover balloons throughout Ne\v .Mexico, Arizona. and West Texas. \Vhen \Ve recovered the balloons and payloads sometimes civilians would be in the area and make inquires. We would tell them \Vhat \Ve were doing and prO\ide them w·ith a telephone number at Holloman AFB if they wanted to r~port any damages. We \Vere required to clean up the area and remove all debris before \Ve left. In addition to the recoveri~;;s, I recall making balloon launches trom sites up .:-md down the Rio Grande Valley. I remember that some of these launches \Vere made Jrom an area \Vest of Soccoro, Nivl. Another project I participated in was the testing of the Viking space probe in 1972. These four launches \Vere all made from the RosweiJ Industrial Air Center, the fanner Roswell Atmy Ailiicld. Approximately 1\venty Air Force personnel \Yen: on temporary duty to Roswell throughout the summer of 1972 to support this project. NASA personnd prepared the spacecraft for launch from the old hangers ofthe tcHmer Air Force base. This project was not classified and was covered by the news media. I am not part of any conspiracy to withhold or provide misleading infotmation to the United States Government or the American public. There is no classified information that I am withholding rdated to this inquiry and I have never been threatened by U.S. Government persons concerning rdt-aining from talking about this matter.
