H.R. 6967, the Safe Airspace for Americans Act, was introduced in the U.S. House of Representatives on January 11, 2024 by Rep. Robert Garcia of California with five cosponsors. The bill would require the FAA Administrator to set up procedures for civilian aviation personnel to report, archive and investigate unidentified anomalous phenomena, and to share those reports with the Pentagon's All-domain Anomaly Resolution Office. It also protects pilots' medical and airman certificates and bars reprisals against people who report UAP.
2 •HR 6967 IH SEC. 2. UNIDENTIFIED ANOMALOUS PHENOMENA.1 (a) IN GENERAL.—Not later than 180 days after the2 enactment of this Act, the Administrator of the Federal3 Aviation Administration shall—4 (1) develop procedures to synchronize and5 standardize the collection, reporting, and analysis of6 incidents, including adverse physiological effects, or7 the disruption, interference, or interaction with8 flight instruments, potentially caused by an uniden-9 tified anomalous phenomena reported by civilian air-10 crew, air traffic controllers, flight attendants, avia-11 tion maintenance personnel, aviation dispatchers, air12 carriers or operators, and airports;13 (2) develop processes and procedures to ensure14 that such incidents are reported and stored in an ap-15 propriate manner that allows for the integration of16 analysis of such information;17 (3) establish procedures to provide employees of18 the Federal Aviation Administration the ability for19 timely and consistent reporting of such incidents20 that could reasonably be considered an unidentified21 anomalous phenomena;22 (4) develop processes and procedures to ensure23 the timely investigations of such incidents, including24 immediately archiving information or data, including25 pilot-controller communications as well as air traffic26 VerDate Sep 11 2014 18:56 Jan 13, 2024 Jkt 049200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6967.IH H6967 ssavage on DSKBC07HB2PROD with BILLS
