This Federal Bureau of Investigation file section (62-HQ-83894, Section 10) holds UFO-related correspondence from 1966 to 1977. In a 1966 letter, Florence C. Dow of Goffstown, New Hampshire asked whether subscribing to the Amalgamated Flying Saucer Clubs of America journal might link her to communists. J. Edgar Hoover replied that the Bureau does not evaluate organizations, and a copy of the journal is enclosed. Other items include a 1977 Air Force fact sheet on the end of Project Blue Book and a White House inquiry answered by the FBI, which said it had no jurisdiction over UFO sightings.

..,--y •'7age 8 line 20 to line 25 inclusive reads as follows : (Metal splatters on the leading edge of the horizontal stabilizer were identified by spectrographic analysis as being formed from two different aluminum alloys. However, these alloys could not be identif'ied since the chemical composi tion of the deposits did not conform to any alloy used in the airplane. The long axis of the deposits varied from 18 degrees inboard to 4 degrees outboard.) On July 18, 1964, I made another observation, the detail s of which I sent to Harvard College Observatory, Cambridge, Mass. (This sighting was Astronomical not a man made object) , a copy of their return letter is enclosed. Somehow both of these observations had something in connnon, the color. I proceeded to experiment and have arrived at the following conclusions, after several hundred experiments had taken place. I have bought books on Astr ononzy- and also books on Flying Saucers. I lmow that t his object was not astronomical in any way nor was it a Flying Saucer. This object was a cleverly design missle camouflaged to appear as a Meteor or as a Flying Saucer. However, this missle failed to operate as planned that is how I :kas able to see the complete details of the color and also the design, which I furnished to the government. I also lmow why this design was used and also why the colors were arranged as they were. }tr experiments proved this. Thru m;y experiments I have been able to determine the followings 1. Where they get the tremendous speed from. 2. The wobbling effect they have on occasion. J. Appearing to o~llate about their vertical axis. 4. Why they make no noise, condensation, or exhaust. !,. Whoshing and wheezing, humming noise on occasions. 6. D'!fferent colors they have. 7. Pulsating light.-Luminous appearance. 8. Different forms and shape. These objects are constantly being sent over both the North and South .Americas by Russia. Anyone seeing these objects are instantly responsive as 'to a fl.ying saucer. SUbjected to ridicule if' this be mentioned to any one, and/or reported to the authorities. •
