This file, held under a National Aeronautics and Space Administration title, contains an English translation of the 1999 COMETA report "UFOs and Defense: What Should We Prepare For?", produced by a French association of former IHEDN auditors and first published in a special issue of VSD. It opens with a 2001 letter from Carol Rosin arranging a meeting. The report covers pilot testimonies, close encounters in France, GEPAN/SEPRA research and defense implications. Attached material includes a Leslie Kean article, a NARCAP description and a news item about a UFO at Barnaul airport.

This file contains an independent report on UFOs written by the French association COMETA (previously published in the French magazine VDS in 1999), which details the results of a study by the Institute of Higher Studies for National Defence. The file also includes a letter from Carol Rosin in which she notes that she was spokesperson for von Braun during the last years of his life.

Since 1947, the subject has disturbed, fascinated, called out.

Oh how debated, the question has been s~died with extreme meticulousness and
from many points ofview (scientific, technical, aeronautical, strategic, political, I
religious, media) by a French committee composed offormer auditors of the very
serious-minded Institut des Hautes Etudes de Defense Nationale [French Institute Ifor Advanced National Defense Studies] and qualified experts from every
background, CO:META [Committee for In-Depth Studies]. I
For the first time, men, some of whom occupy very high positions, have agreed to Iwrite a report devoted entirely to the UFO problem in the belief that based on the
knowledge that has been acquired to date, sufficient questions of national interest Iare raised for the Chief of State and the Prime Minister to be provided with this
information. I
In this report, COMETA studies several unexplained French and foreign UFO I~ases.
IVery well documented, these sightings are often supported by traces on the
~ound or tracks confirmed by radar. Are these secret terrestrial craft? In some I;ases, perhaps. Are we in the presence of craft ofnonterrestrial origin? This
1ypothesis cannot be ruled out. If it were to prove correct, it would be loaded with I~onsequences for Defense.
