This 1957 U.S. Navy personnel file was released under the U.S. Department of War name. It covers Chief Photographer Delbert Clement Newhouse, CWO-4, USN. It holds Records of Emergency Data from 1955 to 1957, a 2 May 1957 request that changed his home of record to Pensacola, Florida, and vouchers for his dependents' travel. It also includes fitness reports from his time as Photographic Officer at the U.S. Naval Base at Santa Elena Bay, Ecuador, and with the Fifteenth Naval District in 1942 and 1943. The file contains no UFO material.
From the source:Release of 2026-09-18 Incident: 5/2/57, N/A. This file contains the final personnel record of U.S. Navy Chief Warrant Officer Delbert C. Newhouse, who left naval service as a Chief Warrant Officer 4, then the highest Warrant Officer grade. In July 1952, Newhouse recorded 16mm motion-picture film near Tremonton, Utah; the film later became the subject of a Project Blue Book investigation. Project Blue Book was the U.S. Air Force program active from 1952 to 1969 that investigated the nature and origin of unidentified flying objects (UFOs). In addition to documenting routine assignments and training, the file records Newhouse’s career progression as a Photographer’s Mate, a Navy enlisted specialty responsible for photography and related imaging work. Project Blue Book investigators characterized Newhouse as an expert photographer based on his naval experience.

Reference (a) is quoted below for your information and compliance: "CWO W3 DELBERT C NEWHOUSE 177283/8311 DIR DET ABT 15 FEB PROUS ARPROREP NATECHTRAU NAS PNCLA DUTY X DELREPARUS THIRTY DAYS X GOVTRANSDIRVAIL TWO COMLTRANS AUTH OUTUS WHERE GOVTRANS NOT AVAL X TRAVCHAR 1761453.18 MPN 1956 OC 029 EXACCT 74120 BUCONTROL 22/31600" 2. In accordance with reference (a), when directed by the Commanding Officer, Utility Squadron FIVE, about 15 February 1956, you will regard yourself detached from duty with Utility Squadron FIVE and from such other duty as may have been assigned. You will proceed to a port in the United States and upon arrival further proceed and report to the Commanding Officer, U. S. Naval Air Technical Training Unit, Naval Air Station, Pensacola, Florida for duty. 3. You are hereby authorized to delay for a period of thirty (30) days, provided no excess leave involved, in reporting in compliance with these orders, such delay to count as leave, any portion of which may be taken prior to or after arrival in the United States. 4. Travel via government transportation is directed outside the United States where available. Class TWO priority is certified for travel via government aircraft. Commercial transportation authorized outside of the United States where government transportation is not available. 5. Cost of this travel is chargeable to appropriation 1761453.18 MPN 1956, object class 029, expenditure account 74120, Bureau Control 22/31600. 6. Immediately upon reporting, copies of these orders shall be forwarded to the Chief of Naval Personnel in accordance with Art. C-5407(4), Bureau of Naval Personnel Manual. 7.
