This 1957 U.S. Navy personnel file was released under the U.S. Department of War name. It covers Chief Photographer Delbert Clement Newhouse, CWO-4, USN. It holds Records of Emergency Data from 1955 to 1957, a 2 May 1957 request that changed his home of record to Pensacola, Florida, and vouchers for his dependents' travel. It also includes fitness reports from his time as Photographic Officer at the U.S. Naval Base at Santa Elena Bay, Ecuador, and with the Fifteenth Naval District in 1942 and 1943. The file contains no UFO material.
From the source:Release of 2026-09-18 Incident: 5/2/57, N/A. This file contains the final personnel record of U.S. Navy Chief Warrant Officer Delbert C. Newhouse, who left naval service as a Chief Warrant Officer 4, then the highest Warrant Officer grade. In July 1952, Newhouse recorded 16mm motion-picture film near Tremonton, Utah; the film later became the subject of a Project Blue Book investigation. Project Blue Book was the U.S. Air Force program active from 1952 to 1969 that investigated the nature and origin of unidentified flying objects (UFOs). In addition to documenting routine assignments and training, the file records Newhouse’s career progression as a Photographer’s Mate, a Navy enlisted specialty responsible for photography and related imaging work. Project Blue Book investigators characterized Newhouse as an expert photographer based on his naval experience.

Subj: Commendation for Operations performed during Mediterranean and WesPac Deployment
1. The Commanding Officer is in receipt of many complimentary communications concerning the outstanding performance of ESSEX and Air Task Group 201 during the period 2 February to 17 November 1958.
2. During this period ESSEX and her embarked Air Group served as a striking unit of the Sixth Fleet in Mediterranean waters, and her aircraft provided initial and sustained air support for U. S. Marine landings in Lebanon from 15 July to August 1958. These operations, under wartime conditions, were performed by the men of ESSEX and ATG 201 with an outstanding degree of professional skill and devotion to duty.
3. Following this, ESSEX was deployed on an emergency basis to the Far East, where air operations in support of U. S. National policy during the Formosa crisis were conducted in the same outstanding manner.
4. Indicative of the performance of ESSEX and her Air Group are the following excerpts from various communications received:
a. In a letter of March 28, 1958, RADM N. S. HENDERSON, O.B.E., RN, Vice Naval Deputy, Supreme Headquarters, Allied Powers Europe who was on board observing operations, stated... "But above all I took away an impression of a quietly efficient ship with a very lively crew, all of whom seemed keen and interested in the job. I was deeply impressed..."
b. From Commander Sixth Fleet...AM DELIGHTED WITH A RECENT LETTER RECEIVED FROM COMMANDING OFFICER TENCH REPORTING THE OUTSTANDING TREATMENT ACCORDED TENCH AND SEA ROBIN BY YOU WHILE IN COMPANY DURING YOUR RECENT VISIT TO PALMA X IT IS TRULY HEART WARMING TO LEARN OF THE WHOLEHEARTED COOPERATION AND MUTUAL SUPPORT BETWEEN UNITS OF THE SIXTHFLT X
