This 1957 U.S. Navy personnel file was released under the U.S. Department of War name. It covers Chief Photographer Delbert Clement Newhouse, CWO-4, USN. It holds Records of Emergency Data from 1955 to 1957, a 2 May 1957 request that changed his home of record to Pensacola, Florida, and vouchers for his dependents' travel. It also includes fitness reports from his time as Photographic Officer at the U.S. Naval Base at Santa Elena Bay, Ecuador, and with the Fifteenth Naval District in 1942 and 1943. The file contains no UFO material.

From the source:Release of 2026-09-18 Incident: 5/2/57, N/A. This file contains the final personnel record of U.S. Navy Chief Warrant Officer Delbert C. Newhouse, who left naval service as a Chief Warrant Officer 4, then the highest Warrant Officer grade. In July 1952, Newhouse recorded 16mm motion-picture film near Tremonton, Utah; the film later became the subject of a Project Blue Book investigation. Project Blue Book was the U.S. Air Force program active from 1952 to 1969 that investigated the nature and origin of unidentified flying objects (UFOs). In addition to documenting routine assignments and training, the file records Newhouse’s career progression as a Photographer’s Mate, a Navy enlisted specialty responsible for photography and related imaging work. Project Blue Book investigators characterized Newhouse as an expert photographer based on his naval experience.

DOW-UAP-PR159 · video · 1952-07-02 Historical Film of Reported UFOs, Utah, 1952 This archival footage is a digitization of a 16mm print of Kodachrome color motion-picture film shot on a handheld Bell & Howell Auto Master camera near Tremonton, Utah, on July 2, 1952. U.S. Navy Chief Warrant Officer Delbert C. Newhouse reported observing and filming a group of bright airborne objects and shortly thereafter submitted the footage to the U.S. Air Force. The film later became one of the visual cases reviewed by Project Blue Book, the 1952–1969 U.S. Air Force program that investigated the nature and origin of unidentified flying objects (UFOs). The film’s limited detail and lack of fixed reference points prevented a conclusive resolution. From the 55-second mark onward, the film transitions to unrelated footage appearing to show a demonstration of sewing equipment. The presence of unrelated sewing-equipment footage suggests that the surviving footage may be a composite or reused print, though the available record does not establish how or when the materials came to be combined. As documented in records submitted with the film, contained in this collection under the title DOW-UAP-D102, the footage originally was paired with mountain scenery from Idaho, which is not preserved in this digitization. # INFORMATION AND INSTRUCTIONS CONCERNING THIS ELECTION FORM (For Nonretired members)

1. It is desired that all members with 17 years service creditable for basic pay purposes, active or inactive, either decline or elect to provide certain annuities for their dependents under the provisions of the Uniformed Services Contingency Option Act of 1953 (Public Law 239-83rd. Congress). If you desire to receive a reduction in the retired pay which you may subsequently receive, thereby providing an annuity for your dependents, you must elect the desired option(s) not later than 30 April 1954 or prior to completion of 18 years service creditable for basic pay purposes, whichever is later. The terms of the election may be modified or revoked prior to retirement, but any modification or revocation will not be effective if you retire within five years from the date of such modification or revocation.

2. If you do not desire to receive reduced retired pay to provide an annuity for your dependents, check the square opposite "I do not desire to receive reduced retired pay in order to provide an annuity for my dependents" on the face of this form, sign all copies of the form and return it to the Bureau of Naval Personnel, Washington 25, D. C. You may subsequently elect to be covered by this Act, provided you submit such election to the Bureau of Naval Personnel, Washington 25, D. C., not later than 30 April 1954 or prior to completion of 18 years service creditable for basic pay purposes, whichever is later.

3. If you desire to receive reduced retired pay to provide an annuity for your dependents, fill out the form completely checking desired option (s); all copies must be signed and notorized or attested.

4. If either Option 2 or 3 is elected, it is required that all eligible children be named.

5. If should be noted that, under Option 3, all benefits are paid to the widow until her death or remarriage and thereafter in equal shares to or on behalf of the surviving children remaining eligible at the time the payment is due. Consequently, if it is desired that children of a former marriage receive payments concurrently with the widow, Options 1 and 2 should be elected.

6. In indicating the place of dissolution of a former marriage, please include the city, county and state.

7. The triplicate of this form is to be retained by you for your personal file. For active duty personnel, the original will be forwarded to the Bureau of Naval Personnel, Washington 25, D. C., and the duplicate is to be filed in your personnel jacket at your station of duty. For members in the reserve components, the original and duplicate will be forwarded to the Bureau of Naval Personnel, Washington 25, D. C.
