This 1957 U.S. Navy personnel file was released under the U.S. Department of War name. It covers Chief Photographer Delbert Clement Newhouse, CWO-4, USN. It holds Records of Emergency Data from 1955 to 1957, a 2 May 1957 request that changed his home of record to Pensacola, Florida, and vouchers for his dependents' travel. It also includes fitness reports from his time as Photographic Officer at the U.S. Naval Base at Santa Elena Bay, Ecuador, and with the Fifteenth Naval District in 1942 and 1943. The file contains no UFO material.
From the source:Release of 2026-09-18 Incident: 5/2/57, N/A. This file contains the final personnel record of U.S. Navy Chief Warrant Officer Delbert C. Newhouse, who left naval service as a Chief Warrant Officer 4, then the highest Warrant Officer grade. In July 1952, Newhouse recorded 16mm motion-picture film near Tremonton, Utah; the film later became the subject of a Project Blue Book investigation. Project Blue Book was the U.S. Air Force program active from 1952 to 1969 that investigated the nature and origin of unidentified flying objects (UFOs). In addition to documenting routine assignments and training, the file records Newhouse’s career progression as a Photographer’s Mate, a Navy enlisted specialty responsible for photography and related imaging work. Project Blue Book investigators characterized Newhouse as an expert photographer based on his naval experience.

Ref: (a) Warrant Officer Act of 1954
Encl: (1) Appointment (2) Delivery, Acceptance and Oath of Office Form
1. Enclosure (1) is authority for the promotion of subject officer.
2. Prior to delivery of enclosure (1) the commanding officer must determine that subject officer is mentally, morally and professionally qualified to perform the duties of the grade indicated therein, and that he meets the physical qualifications prescribed below.
3. If subject officer's health record indicates that he has undergone an annual physical examination within the four months preceeding receipt of this letter, and no disqualifying defects were noted, he is to be considered physically qualified for promotion and the appointment may be delivered.
4. If subject officer has not had an annual physical examination within the above stated time, or if he has had an examination wherein disqualifying defects were noted, the commanding officer shall direct him to report to a medical officer for physical examination for promotion. The physical standards shall be the same as those for retention on active duty. The findings of the medical officer should read, "is (or is not) physically qualified for continuation on active duty and for promotion to the grade of Chief Warrant Officer W. Report of this physical examination will be made to the Chief of the Bureau of Medicine and Surgery on Standard Form 88.
5. In the event the commanding officer should determine that subject officer is not mentally, morally or professionally qualified or, if he is not physically qualified for promotion, enclosure (1) shall be returned to the Chief of Naval Personnel, Attn: Pers Bl3ll, with a report of the circumstances.
