This 1957 U.S. Navy personnel file was released under the U.S. Department of War name. It covers Chief Photographer Delbert Clement Newhouse, CWO-4, USN. It holds Records of Emergency Data from 1955 to 1957, a 2 May 1957 request that changed his home of record to Pensacola, Florida, and vouchers for his dependents' travel. It also includes fitness reports from his time as Photographic Officer at the U.S. Naval Base at Santa Elena Bay, Ecuador, and with the Fifteenth Naval District in 1942 and 1943. The file contains no UFO material.
From the source:Release of 2026-09-18 Incident: 5/2/57, N/A. This file contains the final personnel record of U.S. Navy Chief Warrant Officer Delbert C. Newhouse, who left naval service as a Chief Warrant Officer 4, then the highest Warrant Officer grade. In July 1952, Newhouse recorded 16mm motion-picture film near Tremonton, Utah; the film later became the subject of a Project Blue Book investigation. Project Blue Book was the U.S. Air Force program active from 1952 to 1969 that investigated the nature and origin of unidentified flying objects (UFOs). In addition to documenting routine assignments and training, the file records Newhouse’s career progression as a Photographer’s Mate, a Navy enlisted specialty responsible for photography and related imaging work. Project Blue Book investigators characterized Newhouse as an expert photographer based on his naval experience.

Subj: Orders relieving you of all active duty incident to your retirement on 1 April 1960
1. Reported 25 March 1960.
2. Government quarters and messing facilities were available to you but not to your dependents, if any.
3. Physical examination incident to your retirement not required in accordance with Article C-10409, BuPers Manual.

4. As verified by your officer leave record (navPers 329), your earned leave credit computed through the effective date of retirement is sixty (60) days.
5. Detached 31 March 1960, you will regard yourself released from all active duty effective 2400 this date at which time you are transferred to inactive duty on the Retired List of the U.S. Navy with the rank of Lieutenant but with retired pay based on the rank of Chief Photographer $ _{i=4} $
6. You have stated that upon release from active duty, your home address, the place at which you may be reached at any time by orders or other official communications will be 652 Burkham St., El Cajon, California.
7. Inform the Chief of Naval Personnel and the Commandant of the Naval District in which your home address as set forth above is located of any change in such address. Such notification also shall be forwarded to the U.S. Naval Finance Center (Special Payment Division), Cleveland 15, Ohio in order that your retired pay check may not be delayed, due to incorrect address.
