This memorandum for record, dated 2 June 2026 and signed by AARO Director Jon T. Kosloski at the Office of the Under Secretary of War, presents Witness 5's first-hand narrative of the Western U.S. Event. Witness 5 was one of several federal law enforcement special agents who reported unidentified anomalous phenomena over two days in October 2023. The account describes a hovering orange light, a large red orb that released smaller orbs, and a red and white light pair near a road. It also reports a faint formation of lights seen through night vision goggles and fresh scrapes in the ground.

Witness 5 was one of several United States (U.S.) federal law enforcement special agents who reported observing unidentified anomalous phenomena (UAP) over a period of two days in October 2023 in the western United States.

This appeared to show that the particular plant was susceptible to wind, but it was not windy the night before and the dirt movement looked very sharp and very fresh. The sharp cut in the dirt was symmetrical and round, but did not always make a full circle. At other times, this exact plant did not have any similar markings, regardless of size.” 4 UNCLASSIFIED
