This unclassified memorandum for record from the Office of the Under Secretary of War for Intelligence and Security, signed by AARO Director Jon T. Kosloski and dated 02 June 2026, presents the first-hand narrative of Witness 2. Witness 2 was one of several federal law enforcement special agents who reported UAP over two days in October 2023 in the western United States. The account describes three incidents: orb-like lights that released red lights, objects that seemed to imitate vehicles and reacted to pursuit, and AI-generated sketches of the events.
