This Black Vault copy of Air Force records centers on the Project Twinkle Final Report, which Louis Elterman of the Geophysics Research Division wrote on 27 November 1951. Project Twinkle investigated green fireballs and other light phenomena in New Mexico using Askania cameras run by Land-Air at Vaughn and Holloman AFB. Elterman found the results essentially negative, with most sightings put down to aircraft, balloons, birds, clouds and meteors. He recommended no further spending. The file also includes the 1949 and 1950 correspondence that set up the project and 1952 memos about declassifying it.

This headquarters concurs in the ,establishment of a project within the Air Force Geophysical Research Program in order to ft~ther investiga·te and secure quanti ttative data on the "Light Phenomena11 observed in the Southwestern United States. 2 . Prior to securing the approval of the Research and Development Board and accomplishing the necessary reprogramming within the Geophysical Sciences Budget, it will be necessary for you to prepare a project plan. This plan should include a statement of the problem, method of accomplishment, money, facilities and personnel required to make the necessary measurements. The funds requirement shotud be stated by object classification . 3. When this necessary information has been received from your co~nand, this headquarters will take appropriate action to secure Research and Developmex:tt Board approval.
