## Hoffa on Trial In Fraud Case

United Press International CHICAGO, April 27.—Teamster Union President James R. Hoffa, currently appealing a conviction for jury tampering, goes on trial with seven associates today in a $20 million fraud case.

Hoffa and the others are charged with fraudulently obtaining the $20 million from union pension funds and diverting more than $1 million of the amount to their own use.

All eight men pleaded innocent.

THEY WERE INDICTED last June after a two-year investigation of Teamster pension funds by the Federal Bureau of Investigation. After his arraignment, Hoffa said the case was "just another propaganda scene" by Atty. Gen. Robert F. Kennedy.

Moscow radio said last night that Soviet engineers rushed to the danger area planned to use high explosives to break up the huge mound of earth and rocks, and to deepen the river bed.

AN ARMY of bulldozers and excavators ate through the earth in an effort to force a new channel around the dam to permit the waters to escape, thus easing the pressure.

The danger zone, about 1700 miles southeast of Moscow, was in the mountainous region of the Soviet Republic of Tadzhikistan near the confluence of the Afghan, Kashmir and Chinese borders.

Samarkand lies down the valley in the Republic of Uzbekistan. The legendary city is 25 centuries old and today has about 200,000 population. Once the capital of Tamerlane, its ruins and mosques have made it a prime tourist attraction.

A LARGE portion of Mount Darivorz, about 90 miles from Samarkand, broke off last Friday and sent 13 million cubic yards of earth and rock crashing into the Zeravshan River.

The mountain-slide, caused by two months of heavy rain, forced the river to back up and form a new lake.

## Court Shuns Rail Jobs Case

WASHINGTON, April 22. The Supreme Court refused today to examine the railroad arbitration board decision that could eventually eliminate 30,000 firemen's jobs and leave the status of 19,000 other crewmen in doubt.

The brief order lets stand as final a decision upholding the board handed down on Feb. 20. (Continued on Page A-13, Col. 3)

WASHINGTON, April 27.—Lynda Bird Johnson, older daughter of President Johnson, has broken her engagement to Navy Lieut. Bernard Rosenbach.

Rosenbach, 23, now on sea duty, would only say that the ending of their 11-month engagement was "mostly her idea."

The announcement ended speculation of a June wedding in the White House. It had been Mrs. Johnson's repeated policy, when

asked about Lynda Bird's wedding plans, to say that her daughter belonged to college and Rosenbach belonged to the Navy.

# Government Hopes to Destroy Hoffa's

By DICKSON PRESTON

CHICAGO, April 27. The federal trial of James R. Hoffa which opens here today marks the keystone of the long Justice Department effort to destroy his power.

It strikes directly at the main source of that power—the $275- million Central States Pension Fund which the teamster president allegedly controls.

The government case charges, in effect, that Hoffa has used this giant jackpot as a personal bank, lending its funds to people and projects he

favors and withholding them from those he dislikes.

It hopes to prove, moreover, that Hoffa enriched himself at the expense of his own membership—and thus to shatter his picture of himself as a persecuted friend of the working man.

HOFFA HAS BEEN indicted seven times on U.S. charges since 1957—and convicted once, in the recent Tennessee jury-tampering trial. But never before has the government gone to the heart of Hoffa's operations and tried to show how he wields his enormous influence.

In Chicago, the Justice Department is doing more than simply trying to send Hoffa to jail. It also is trying to separate him from the cash base and the rank-and-file support which have put him where he is.

The trial is expected to be long and complicated. It could last six months. Testimony will involve millions of dollars in allegedly manipulated funds, which must be traced through tortuous paths in and out of various banks, companies and private hands.

The indictment alone runs 53 pages, covering 28 counts and

eight defendants, including Hoffa.

U.S. JUDGE Richard B. Austin has taken extraordinary precautions to protect the jury and witnesses from outside influence.

Names of the 300 members of the jury panel are being kept secret even from the office of the U.S. marshal. Attorneys will not know who they are until they appear in court and even then Judge Austin may do the questioning of prospective jurors.
