The Roswell Report: Fact versus Fiction in the New Mexico Desert was published in 1995 by Headquarters United States Air Force. It was written in response to Representative Steven H. Schiff's request and a General Accounting Office audit, and it contains Col. Richard L. Weaver's report and 1st Lt. James McAndrew's synopsis, along with attachments, appendices and photographs. The report says researchers found no evidence of an extraterrestrial craft or crew. It concludes that the 1947 debris came from a Project MOGUL balloon train.

(1) The be.lloon film should be treated before or after manufacture
in such a way as to seal all pinholes.
(2) A patching kit should be furnished for use of the balloon
flight personnel.
(3} It is desired that either the volume of the 15 foot balloons
be kno~10 to within 10 to 20 cubic feet when fully inflated or that the volume,
though unknown, be nearly the same for each of the balloons of this size
(differences in volume should not e~eed ±1% of the total volume of a mean
balloon).
Delivery was made 20 April 1947 on the first 3 foot balloons, two
15 foot balloons are expected ~ the end of l1ay.
