The Roswell Report: Fact versus Fiction in the New Mexico Desert was published in 1995 by Headquarters United States Air Force. It was written in response to Representative Steven H. Schiff's request and a General Accounting Office audit, and it contains Col. Richard L. Weaver's report and 1st Lt. James McAndrew's synopsis, along with attachments, appendices and photographs. The report says researchers found no evidence of an extraterrestrial craft or crew. It concludes that the 1947 debris came from a Project MOGUL balloon train.

Both 1ystems tailed to keep the balloon afloat, and a. 1low de1cent tro.m ita maximum alti- tude of 14,000 feet MSL re1ulted. 1he expected altitude of 38,000 feet was not reached, and this is believed to be due to mixing of the air with the lifting gas during rising. The bottom of tl'le balloon was open with no protecting skirt or valve to keep out air. Since the thin fabric would rupture with an internal pressure of 0.017 psi, some form of skirt or ex- ternal appendix was suggested for future flights. Radio reception with the 3 me transmitter was excellent and tar sur- passed the performance of either the 72 mo· or 394 me transmitters which were also flown. Because of the low elevation angle of the transmitter, the single SCR-658 radio direction-finding equipment was not of much use for positioning. Tracking by aircraft was satisfactory throughout the flight. -15-
