This Office of the Secretary of Defense FOIA release (22-F-0863) collects internal emails from June 2021 to February 2022 among Under Secretary Ronald Moultrie, David Taylor, Neill Tipton and other intelligence and security staff. They cover coordinating the ODNI preliminary UAP report released June 25, 2021, and a Deputy Secretary Hicks memo on formalizing the Navy's UAP Task Force. They also cover a 28-member SSCI and SASC briefing, establishing the AOIMSG, and a search for a UAP director candidate.

Relatively quiet day here, with all internal meetings. I know the team is helping Todd on some transportation while you are in Japan. Let us know what else we can do for you. 1. UAP: We wrapped up rapid coordination and obtained SD concurrence on the DNI classified and unclassified reports this morning. We expect the reports to be released to Congress and the unclassified report to be released on DNI.gov this afternoon. Most importantly, the DSD approved plan moving forward and signed the attached memo. Neill and team are working through the next steps and will be ready with a proposal upon your return. 2. State of l&S: I initiated 1v1s today with the DDIs and DRs on alignment to strategy and prioritization. Common threads seem to be stovepipes, lack of strategic goals, mechanisms to track progress, and the need for executive development/management. We will complete the 1v1s early next week and finalize conclusions/recommendations for an improved organizational structure. 3. 36-Star memo: I will attend the final IPR with the DNI on Tuesday, at which the working group plans to close out its work and propose a governance structure w/in l&S moving forward. 4. Space Policy: ISPR is working several space policy issues heading into DC next week, we are generally aligned with Policy's recommendations. S. Topics for Monday's SD/Under meeting: I plan to brief the following topics on Monday, (1) UAP way ahead; (2) 36-Star Memo; (3) International Military Student (IMS) Vetting.
