JANAP 146 is a joint US and Canadian communications publication, released here by the National Security Agency, that sets out uniform instructions for reporting vital intelligence sightings to military authorities. It covers CIRVIS reports from aircraft and land observers and MERINT reports from vessels. Unidentified flying objects appear among the reportable items, along with missiles, hostile aircraft and submarines. The document also covers message precedence, report contents, routing to CINCONAD and RCAF Air Defense Command, security penalties for unauthorized disclosure, evaluation categories and charges.
'JNCLASSIFIED 206 (Continued) -=·=--b~ Communications Stations. Communications stations (to include any civil or military facility such as control tower, naval shore radio station, approach control, ARTC centers, or any other communications facility) receiving CifiVIS reports will immediately after receipting process the report as follows: (1) US military communications stations will multiple- address the c:m.vrs report to the following address designations: (a) Fo~ sightings in overseas areas - reports will be forwarded to: l· Addresses as prescribed by Area Command~rs. (Normally, these addressees are the operating service commands concerned.) 2,. Commander-in-Chief, Continental Air Defense Command (CINCONAD), Ent AFB, Colorado Springs, Colorado. 3. Chief of Staff, United States Air Force (C of s, USAF) Washington, D. c. (b) For sightings within or adjacent to the North American continent, reports will be forwarded to: l· Commander of the nearest joint air defense division. z.
