JANAP 146 is a joint US and Canadian communications publication, released here by the National Security Agency, that sets out uniform instructions for reporting vital intelligence sightings to military authorities. It covers CIRVIS reports from aircraft and land observers and MERINT reports from vessels. Unidentified flying objects appear among the reportable items, along with missiles, hostile aircraft and submarines. The document also covers message precedence, report contents, routing to CINCONAD and RCAF Air Defense Command, security penalties for unauthorized disclosure, evaluation categories and charges.

UNCLASS.ITIED (2) Canadian military and United States military communi- catiQns stations in Canada, Alaska and Greenland will multiple- ~ _ address the CIRVIS report to the following address designations: (a) For sightings within or adjacent to the North American continent, reports will be forwarded to: 1· RCAF Air Defense Co!llllland (CANAIRDEF), St. Huber-;;, Montreal. z. Appropriate Flag Officer in Command: .ii• Canadian Flag Officer, At1antic Coast (CANFLAGLAilT), Halifax, Nova Scotia. h· Canadian Flag Officer, Pacific Coast (CONFLAGPAC), Esquimc.lt, Britisl+ Columbia. (3) Civil communications stations will handle CIRVIS reports received from either aircraft or other communications stations as follows: (a) Air carrler company stations will pass the CIRVIS report, exactly as received, to the nearest CAA or DOT ARTC center in the same manr1er as air traffic control information. (b) CAA or Dar communications stations, upon receipt of a CIRVIS report will immediately pass the re- port to the appropriate ARTC center. *(c) CltA. or Dar ARTC Centers. Upon receipt of CIRVIS reports, ARTC centers will forward them immedi- ately to the appropriate military facility as prescribed by agreement with the appropriate military comreander. *Canadians are to secure agreement regarding this. 207 -ACCEPTANCE OF AND RESPONSIBILITY FOR CIRVIS REPORTS. a.
