JANAP 146 is a joint US and Canadian communications publication, released here by the National Security Agency, that sets out uniform instructions for reporting vital intelligence sightings to military authorities. It covers CIRVIS reports from aircraft and land observers and MERINT reports from vessels. Unidentified flying objects appear among the reportable items, along with missiles, hostile aircraft and submarines. The document also covers message precedence, report contents, routing to CINCONAD and RCAF Air Defense Command, security penalties for unauthorized disclosure, evaluation categories and charges.

PURPOSE The purpose of this publication is to provide uniform instruc- tions for reporting of vital intelligence sightings and to provide communication instructions for the passing of these intelligence reports to appropriate military authorities. 102. ~ a.
