This National Security Agency release, Part D of a series of Communications Intelligence (COMINT) reports, is undated and heavily redacted. It is made up of intercepted message sections classified Top Secret Umbra and Secret Spoke. Most entries describe radar tracking of unidentified flying objects, usually labeled as probable balloons, with times, numbers of objects, headings and altitudes between about 25,500 and 95,300 feet. One fragment mentions an increase in flying saucer activity linked to an unnamed plan.
