This is a stenographic transcript of an April 19, 2023 hearing of the Senate Armed Services Subcommittee on Emerging Threats and Capabilities, chaired by Senator Kirsten Gillibrand, on the mission and budget of the All-Domain Anomaly Resolution Office. AARO released it in full in 2025. Director Sean Kirkpatrick testified that AARO has found no credible evidence of extraterrestrial activity and that most reports resolve into mundane objects. He also presented trend data and two declassified MQ-9 videos, one of which was resolved as a commuter aircraft.

I know you know all 4 this. 5 And, unfortunately, the existence of advanced UAPs in 6 the U.S. airspace and over U.S. military installations not a 7 new phenomenon. The Navy has officially acknowledged that 8 between 2004 and 2021 11 near misses occurred involving UAPs 9 that required pilot action and follow-up reports. 10 As a result, in 2019 the Navy established a protocol 11 for pilots to report on their dangerous encounters. So 12 could you speak to any ongoing efforts within DOD to ensure 13 the safety of our aviators with a potential UAP encounter 14 and what is your relationship with NORTHCOM, NORAD, SPACECOM 15 when it comes to this immediate real-time response and how 16 -- they are there right there in the moment, right? 17 Mr. Kirkpatrick: Absolutely. That is a great 18 question. 19 So let me start with my relationship with the commands 20 are very good.
