This is the Office of the Director of National Intelligence's Preliminary Assessment on Unidentified Aerial Phenomena, dated 25 June 2021 and prepared for congressional committees under Senate Report 116-233. It covers 144 US government reports from 2004 to 2021. Only one was explained with high confidence, as a deflating balloon. The report finds that UAP pose a flight safety issue and possibly a national security challenge. It proposes five explanatory categories and recommends standardized reporting, expanded collection and more research investment.
