This Federal Aviation Administration operations report records an unidentified aerial phenomenon seen on July 20, 2023 at 10:15 PM PDT. Los Angeles ARTCC advised that Horizon 2063, an E75L flying from Portland to Santa Ana, reported it while southbound at FL250, 20 miles southwest of LAX. The crew described 10 to 15 stationary lights at about FL230. The report states that no evasive action was taken and does not say whether law enforcement was notified.
