This is a Federal Aviation Administration preliminary operations report dated February 15, 2023, logged as AIP5042 UFO-UAP activity near Billings, Montana. The Billings air traffic control tower said the crew of Alpine 5042, a Beech BE99 flying out of Billings, reported an unidentified object in the mid FL200 altitudes near the airport. The crew described two separate lights circling. The lights appeared for about 5 seconds and then disappeared for 8 seconds.
