This is a Federal Aviation Administration Skywatch incident report, now closed, about an unidentified aerial phenomenon reported on August 25, 2023. Memphis Center (ZME) filed it. The crew of a commercial E120 aircraft, callsign BYA651, flying east at FL 270 near Little Rock on a route from El Paso to Louisville, reported dim white lights that grew brighter and moved in circles and up and down. The crew of JBU358 reported seeing the same phenomenon.
